Besides calling an exterminator (since you cannot afford it), I would recommend washing all your bedding, clothes and other linen that may have come into contact with bed bugs and if you still have a problem, get your things steam cleaned. The recent resurgence in infestations of bedbugs worldwide is thought to be related to several different factors, including the increase in international travel, dense urban living conditions, insecticide resistance, and new, ineffective pest control measures.
A number of other symptoms may occur from either the bite of the bed bugs or from their exposure. Anaphylaxis from the injection of serum and other nonspecific proteins has been rarely documented. Due to each bite taking a tiny amount of blood, chronic or severe infestation may lead to anemia. Bacterial skin infection may occur due to skin break down from scratching. Systemic poisoning may occur if the bites are numerous. Exposure to bed bugs may trigger an asthma attack via the effects of airborne allergens although evidence of this association is limited. There is no evidence that bed bugs transmit infectious diseases even though they appear physically capable of carrying pathogens and this possibility has been investigated. The bite itself may be painful thus resulting in poor sleep and worse work performance.
Hey Randy! Based on your description of the situation, it does sound like bed bugs. Since you have had the similar experience for 5 years, I highly recommend getting someone to take a look at your bed for bed bugs. Something that you can try in the meantime is a close inspection of your linen. If you find any tiny blood marks on the sheets, that’s a tell tale sign of the presence of bed bugs. Bed bugs infestations can be treated by pesticides (make sure it specifically treats for bed bugs) or call a professional. Clean laundry and bedding by washing in hot water and drying with high heat. Steam cleaning can be effective, but be sure to check for bugs in a week or two. Concentrate in the areas they like to hide such as the seams. Bed bugs are sensitive to heat, so putting your mattress in a tight plastic bag and leaving it in the heat for several days can kill adults and the eggs. Vacuum your mattress and the areas around it. Be sure to immediately empty the vacuum cleaner and throw it out. If your mattress is infested, you may also consider getting a new mattress, but be sure to take care of the rest of your home so that your new mattress doesn’t get infested.
Once you have a suspicion or a confirmed infestation, do not spread things outside of the bedroom. Don't take linens off the bed and go to sleep somewhere else—that will just move the infestation to other rooms. Ultimately pest control operators will tell you to put everything you can through the washer and dryer, since bed bugs cannot withstand high temperatures. I don't think bed bugs would be able to survive solvent-based dry cleaning, but I don't have any first-hand knowledge that that's true. Unfortunately, dry cleaners and Laundromats can be places where people pick up bed bugs. I think it's a low probability, but it only takes one adult female bed bug that has been mated to get an infestation going.

Bed bugs often hide in seams, folds and crevices of mattresses, box springs, bed frames and headboards. A thorough inspection requires dismantling the bed so that upper and lower seams and surfaces can be examined. Things to look for are the bugs themselves, shed skins of the nymphs (immature bed bugs), and the blackish fecal spots. The dark spots of dried bed bug excrement are often present along mattress seams or wherever the bugs have resided. Box springs afford many places for bed bugs to hide, especially along the upper seams and underneath, where the bottom edge of the box rests on the frame. If an underlying dust cover is present, it may have to be removed to gain access for inspection and possible treatment. Successful treatment of mattresses and box springs can be difficult, however, and infested ones may need to be discarded or encased in a protective cover.
